The Eastern District of North Carolina is one of six federal judicial districts that elected not to participate in the United States Trustee Program when Pub. L. 99-554 (1986) created that program. Instead, oversight of bankruptcy cases in the E.D.N.C. is performed by the Bankruptcy Administrator, appointed by the United States Court of Appeals for the Fourth Circuit under 28 U.S.C. § 156(b). Pub. L. 106-518 (2000) made the BA program permanent.
